Well well, to start have to be clear that yes, anyone can do whatever they want in the game, I understand that people who are guided by hatred or "toxicity" as you call it, because probably you won against them before or you provoked something before for them to dislike you, now this person filled with hate could now take some kind of revenge by targeting you, I guess it's normal have a grudge for later, but don't take it personally to the point of having a rivalry every time you meet, after all could have been the same but switching positions, because everyone can have bad luck from time to time.
