The ironing board and the safe are not unlocked, even though I unlocked the upgrade and the minibar is unlocked. If there are additional requirements that should be made clearer imo, or is it a bug? (Paris)

Afaik you need a 4 star hotel, then it should be available

You need to unlock Ironing board by building 5 floors in Paris. All of them got their own unlocks. You can see their reqs by clicking the trophy in the left corner.
