No, as the tutorial is part of the Gothenburg scenario, you need to play through it once before moving over to other objectives/locations.
Ah, sorry, I read your question wrong, I just thought you asked if it was possible atm to skip... But now I see it's a feedback question. Anyhow, we feel it's important for new players to learn the basics of the game before jumping over to main objectives and sandbox - that's why we have made the tutorial steps mandatory.
