Per #💬┆general-chat-eng message, since faction balancing is a thing, it would be convenient if the faction selection screen showed the current ratio, the threshold, and some tooltip, for more clear understanding what "Unavailable" means.

we intentionally hid the ratios to stop people from trying to cheat the system byt doing stuff and figuring out how we calculate who is considered an "active player"
