#Server does not update Steam Workshop mods

Egg: Arma 3

Problem Description
My game server runs the Steam Workshop mod update check and reports completion, but it does not show any "update found" messages. It proceeds to start the server as if no updates are available, even when I know updates exist for the subscribed mods. The mods remain outdated.

Relevant Log Snippet

[UPDATE]: Checking all Steam Workshop mods for updates...
[UPDATE]: Steam Workshop mod update check complete!

(After these lines, there are no messages about finding updates or downloading mods. The server just continues to start.)

Steps I've Taken

  1. Restarted the server multiple times.
  2. Toggled mod update feature on and off
  3. Updated Arma 3 egg to latest version
  4. Reinstalled the server.
  5. Updated panel and wings to 1.11.11

Please help.

UPD: I attempted to completely resolve the issue by deleting all server files, performing a full reinstall, and forcing a fresh download of all mods. This did not solve the problem.

The behavior remains the same:

The server performs a basic mod update check and reports it as complete.
It does not output any messages about finding, downloading, or applying mod updates from the Workshop.
After the check, it immediately proceeds to the Making mod ... files/folders Lowercase... stage, indicating it is only processing already existing local mod files.
No new mod versions are downloaded, even though I have confirmed updates are available on the Steam Workshop.
