I have an oracle cloud account and i wish to create a minecraft server for me and my friends, I saw an installation video beforehand and is it necessary that i need a domain name or can i just use my machines ip and port (I asking as i was able to do this with pufferpanel)

I assume that you need to follow NGINX without SSL to be able to to what you want.

Yes, use local ip and follow setup without ssl
