I got into same problem when trying to get Elite Hunter pass.
but able to buy it at a bit higher price in playstore when I opened my account in a android phone.

later bought MC's weapon with cheaper prices in my old iphone.

I'm from India.

10$ Elite Pass was 1,100/- INR (in google playstore)
2.99$ weapon+180 gems pack was 299/- INR (from apple store)
