i'd imagine you look up rooms to join on the internet? unless you or your friends are hosting a room yourselves
Ask the host, you use this if you can talk to the host and ask for their IP
Or if you're joining your own PC, use IP 127.0.0.1, or if it's another PC you have on your network, you can get it's IP by typing ipconfig into the windows command prompt

first make sure it's a friend you're comfortable sharing your ip address with, it'll share your approximate location
Then host your room, get your global IP with a site like "what's my IP address" and then share that with the people who are going to join
All of this assuming you have already port forwarded

port forwarding makes a specific port on your ip address available to anyone to connect to. look up how to do that with whoever provides your internet (ISP, internet service provider)
in this case it looks like it'd be port 24872 by default, since that's what's next to the "Puerto" text in your screenshot
Alternatively you can also use stuff like Hamachi or Zerotier to simulate a local network with the other person, skipping the need to port forward
