#Troubles Understanding Turbo Mode

I'm trying to play Dragon Quest 8 JP on Azahar and when I activate the turbo mode the game's speed remains the same despite seeing the speed limit increasing to what I set it to.
I figure I'm missing something and I hope to get help sorting this out.
