I wanted to play the Pokémon game Y and alpha sapphire ive tried all the change in settings and stuff. I also have a high end pc (AMD 7900XT, ryzen 5 7600x and 32gb ram) I run the game on vulkan and it wont let me use openGL anyway. Im running the game in 6x because I have a 1440p monitor but even if I switch to auto or native im still 30fps locked.

It depends on the game. Some games lock at 30 fps by default. Others only do that during cutscenes or certain events. For some games, there exist 60 fps cheat codes that you can try to find online, I think there is a list on GBATemp somewhere.
