My Ultra Moon Game says that it is 10:51 PM, but it's still sunny ingame. I tried both the fixed and system time, and neither of them work, and neither did offsetting the time either. I'm trying to evolve lycanroc, which can only evolve in UM during the night.

i think to remember ultra moon day night cicle goes oposite to real time
and ultra sun does follow real time day night

Not an error, the Clock in Pokémon Moon and Ultra Moon are offset by 12 hours. Day is Night, and Night is Day. If you want the correct time (not offset by 12 hours) Play Pokémon Sun or Ultra Sun.
