Are GBA Virtual Consoles able to be played in Azahar ?

no, they use the 3ds' internal GBA processor, which azahar doesn't have/emulate. Just use mGBA or something. If you want to dump your GBA VC rom you can do that with this https://wiki.hacks.guide/wiki/3DS:Virtual_Console/Extraction

So, if I cant use my cci gba to azahar, Can I use articbaseserver to broadcast to it?

No, artic base won't solve this for you unfortunately. The 3ds enters "GBA mode" and doesn't really let you do other things during it, also artic base still has the emulator do the emulation, which it cannot do. Other VC consoles might work, but GBA is special in this way. You'll have to use a GBA emulator if you want to play GBA games on the PC
