So i dumped a omega ruby rom and put it in .cci and decrypted the files as it said i had to. The emu still said they were encrypted even though they were not. I did the same thing with new leaf and it works flawlessly. ive been trying for the omega ruby for and hour and i have no idea wants wrong. tried naming .cci and both the encrypted and decrypted files but every time it says its decrypted

Have you tried dumping a .cia instead?

No. Just try dumping the game again, but instead of selecting the decrypt option, select the build CIA from file option.
