Im not sure if its a bug, or intended. In Questions channel, no one could give me an answer. I have more cards for the crab than for the rest of act 1 bosses. but the crab is still 1 star and the others are 2 star. Is this intended?

Shouldnt the crab card upgrade with 24 Cards to 2 *?

The crab from Act 1 has the same upgrade requirements as the Act 2 bosses.
