it’s pretty hard to explain but in it’s simplest form you have to have knowledge of how the game’s plists work and gamesheets/icon sheets

like if you wanna have a fully colorable and usable custom icon you need to draw the layers (p1, p2, glow, extra) separately and then use a tool to put them into a plist
