That should be the quest that you need to complete to get the rest of the insights and stuff that you need in order to get the Hearth recipe.

Can you post a screenshot of your map, and your quests? I just want to make sure something else hasn't happened, but yes, you should be able to find the NPC and get the quest from her.

There should be an insight for it, from Oowee I believe. If you've already completed that insight, then you'll just need to craft the overpowering stinkbait and bring it to Emblaa.
