I should clarify this is the first time a client has tried hosting a raid, we don't have any prior experience or basis to go off of concerning them hosting a raid from my server.

And to clarify again, it's not that he cant leave the raid by pressing F8 after extracting, it's that he doesnt get the countdown for extraction at his designated extract.
