I am trying to install MPT hotfix, and I having a hard time figuring out where to extract the zip file

no, the game folder, the one that consists main 3 exe's.
the archive has folders to fit in the structure it requires in SPT.

run the server until you get user/ mods folder. then drag the “user” and “bepinex” folders along with other stuff into root of spt

just make sure the server says mot-server loaded
