but get the message No connection could be made because the target machine actively refused it.

It's failing to connect to your IP so you must've made a mistake somewhere.

I don't know how to do this in BitDefender.

Your firewall is most likely the culprit here. You'd have to figure out how to allow it in both BitDefender and Windows Firewall.

Then I have no idea, sorry. You have it all set up correctly so it has to be something on your computer blocking the connection.

First one should be your VPN IP

It's being bound to your local adapter.
