error: Unable to load summary from remote flathub: Can't fetch summary from disabled remote ‘flathub’

This bit seems to indicate that the non-verified flathub repo isn't active (which is weird because the script is supposed to do that, it's the second line), can you try to run ujust enable-flathub-unfiltered ?

For the rest, since steam used to start and update, I don't think the issue is with 32-bit (I guess it just wouldn't start at all otherwise and you would get an error immediately in console when trying to start it), probably some update failed and some files are corrupted or whatever, so I suggest removing steam's folder entirely (which uninstalling confusingly doesn't do, it leaves all the files in case of a reinstall)
The files are in ~/.var/app/com.valvesoftware.Steam, tbh I would first uninstall the flatpak again and then entirely remove that folder before reinstalling (instead of deleting it, maybe you can just move it somewhere else, since I guess you can retrieve your downloaded games afterwards so you don't have to re-download everything, I just don't know where that data is stored within the folder but I guess it shouldn't be too hard to find)
