basically a new block to set the map from day to night or have a day night system like gorilla tag with darkness at night for dark maps such as monster house

I would say it would be like a ground shifter. Day/night set the time whatever was chosen, and lock locks the time, so you can have a cycle or it permanently set to one time. Finally, I think it could have an output for night time and day time.
