Thanks for reporting — this is a known issue. Queue size filters can currently match solo/small crews against oversized teams or mixed crew sizes, which can result in encountering 4-player crews in Small Teams. For reference, Small Teams are intended for 2–3 player crews with matchmaking based on crew size.
