Vendetta innate fails to trigger during red Gem Storm (double-checking if intended)

Slightly unclear on whether this is an intended behavior. Vendetta's normals say "When you open with this and don't get hit," but red Gem Storm says "they take 8 damage." Does that count as a hit? Feel free to show me my place and remind me that the rulebook does exist
