AI extremely predictable with its own use of burst during diamond storm

When the AI uses diamond storm, it will immediately use burst very, very frequently the first turn it is able and is extremely exploitable on this basis. It doesn't seem to have a sense that its opponent is very likely to shift their range to heavily prioritize blocks while it is in diamond storm with a burst in hand.
