Meter does not immediately disappear when "meter drain" is used by AI

When the AI uses the black gem "meter drain" ability, the meter only drains once the AI has completed its main phase. For example, the AI may use Meter Drain, then make an exchange, then power up. The two meter only disappears from the player's meter once the subsequent actions (exchange, power up) have been completed. Expected behavior: the effects of "meter drain" all resolve, then the AI continues with other actions in its turn.
