Including time zone data for Windows but compiled on Linux

@subtle forge you don't need to use -tags timetzdata if you add import _ "time/tzdata" in your program

-tags timetzdata literally just add this line of code: https://github.com/golang/go/blob/master/src/time/embed.go

Could you post some code example ? I don't see why it would not work
