Add option to turn off radio volume in settings

The radios in game can be too loud and some people put it on max volume which is VERY loud, it would be best if there was an option to change (or even turn off) radio volume in settings

my suggestion to extend this suggest is: in settings you will see a slider and a 2 choice slider/switch
the first slider controls the volume from 1 to max
the 2nd switch changes from multiplying values, and set values
if it is set to set values, whatever value it is is the volume you will hear it at,
if its set to mult values, the value will be the multiplier of it
