So i noticed when doing the garden for my home that if you place trees/bamboo etc under the map then it does not count towards the item density limit if you have no more left. To do this i use the tall vertical sign and place them off-set to where i want the tree's/bamboo and bushes and then lower my crosshair down the sign putting the item under the map slightly.
Sorry if this is not allowed, the items still count towards the overall budget cost though.
