You can only build those in the Guild Hall .
There are several building pieces that you can only make in the guild hall . .

Actually it's not directly under exploration rewards
It's under the poem collection (under gilt-fin collection rewards i guess )

As you can see i haven't unlocked them yet and from what I know the poem collection isn't complete yet they will unlock in future regions of hexi
