Some countries are very restrict when it comes to this topic. The game has a lot of currencies and its gamble mechanics, most likely the PSN isn't recognising what the user is actually wanting to buy.

Yes ppl can gift, but the person meant you will send the money for the gifting person so he just gift you but you pay it. (Which is fair solution for your problem, you cant except ppl to gift over 30€ for random person)

What you mean? Yes ppl can gift ingame cosmetics ofc. But i was saying that you will be probably not get it for free. You should send the money for someone trustful who will gift the outfit for you. And your problem is solved. 😌

Here's a solution worth a try

Make a secondary PSN set on USA, try to buy the cheapest thing in game, like the run mount which is 99 cents.
Try to gift it to your main account, if it works, then you can try the outfit 🤷🏻‍♂️
