This is still a pretty gnarly issue simply because Tribals also use men at arms prestige govs. So it doesn't make sense for this to happen.

as i mentiond in the other thread about this, it probably boils down to a flag thats set for normal tribals.
this flag seems to be what is checked here for the "government that uses prestige" requirement, instead of the flag in the government def which makes them use prestige.
i havent dug any deeper into but im assuming this flag gets removed when you change your government to anything.
in order to fix this for ascended tribal, you probably just have to set this flag again after the gov change.

It seems now this decision is not supposed to be for tribals since it is related to nomads.
Maybe the issue is still relevant for people without the nomad dlc.
