Upgrades for Classes Not Working!!!

Issue: I first noticed with Shadow Caller and the Stream Shadow ability not rapid firing when it should. Then it grew to noticing I'm not getting my full energy level I should.
I tried the other classes, and it appears that it is happening with them as well.
I have all classes to Phase 2, with one at Phase 3.
The upgrades will work at the Academy, but then many of them will just not work once I'm in a mission. I'm not alone, many people I play with are experiencing this as well.
On rare occasions, all works fine, but for the most part, it's like I'm stuck at Level 1 with extra health. It's made the mode virtually unplayable/unenjoyable for me and feels like all my effort into the classes has been a waste until it can be fixed.

Same for me on Switch. Especially noticeable with the Shadow Caller perk that's supposed to let your command shadow rapid fire. Sometimes it works in the training area, sometimes not. Rarely, if ever, does it work on an actual mission.

It’s only some upgrades too which is the weird part
