Looking in the game files, he's the only client with two identical entries, one labelled SIR900_2:

DA_Client_SIR900_2.uasset
DA_Client_SIR9000.uasset

also, neither seem to be tagged as "Client.Type.Story" 🤔
(also, Too Goodman and Master of Coin aren't tagged as story clients either, so maybe it doesn't mean what i thought)

From what I experienced, SIR-9000 is the only client where you can accept more than one mission from him.
