Was also trying to think of an enemy that would increase difficulty later on and also impact people not in the facility a little more so I thought of this:
The Taxman/The Lone Shark:
Firstly, he only spawns if there is a player on the ship and after 4-6 hours have passed. He will send a message to the terminal only viewable by a player on the ship alerting them they are to provide scrap of a certain value and to leave it on the catwalk outside the door. Failure to satisfy his demand will cause him to rush into the ship and attempt to take the ship player away instead, dragging him to the closest drownable water source (if there isn't one The Taxman/The Lone Shark will generate one on spawn) and proceeding to hold the player under the water until they drown. The will then return the body to the ship with a note simply saying "Consider The Debt Payed".
If the player is quick enough they can injure the enemy to make them leave and try again later, however he will ALWAYS come back until the debt is paid, one way or another...
