Enemies not spawning

I disabled almost all the mods but even with that, enemies still doesn't spawn EXCEPT for the slime. What is causing this?
i'm still trying to figure it out but i don't have any progress. this is my disabled and enabled mod list right now.

i recall some people saying that FixPluginTypesSerialization causes it

it shouldn't be its issue but rather what's dependent on it?

clear cache, delete configs
