The only one that I don't think fits is TB. That's just a mall that they took over. And they're doing it rough and ready. Having a proper heliport feels like it'd go a bit too far - and also beg a lot of questions around "if they have chopper support, why are they never flying and letting us have unfettered air access?".
I don't think this game wants "air combat" by any stretch and it would just feel weird for them to have that.
Otherwise, def a lot of opportunity for sure.

If TB gets any notable expansion it should be primarily urban related with militarily stuff near the bottom of that possibility list. TB is the only actual urban environment in the game right now and it needs development there with it being the closest thing Lamang has to a major city, especially given the slight emphasis on tourism.
There are plenty of other areas for military stuff. There's still an entire massive area west of sawmill they can do military stuff at.

FN tunnels could/should link up with YBL.
MS needs to open the upper floors and roof which I believe is on the cards.
Not sure heliport works at MS but everything else sounds good 👍
