Please, could we have an option to shoot from water?
It doesn't seem like it's too deep in any of those places we can cross anyway - not for at least basic aim - as long as the had and neck is above the water it shouldn't be impossible.

No reason to not allow it.
But if you're going to do it right, it should be a bit of a PITA in many situations.
Like if the water is flowing, you should have increased stam drain from being buffeted and your aim should wobble a bit. Similarly, ADSing should be a bit slower due to the overall resistance of the water.
Lessen these effects in still water.
