Right now, we can not seem to use mortars if they are nested inside containers 2 deep.
I am not sure why this would be the case.
If this limitation was put in place, so we had to buy the mortar containers, they need to be drastically cheaper.
51,000$ dollars to hold 5 mortars, and only saving 5 slots, is hardly worth the cost.

If I were to hazard a guess as to why, it's likely a performance optimization to not do a full depth search of everything and it was overlooked in the weird edge case of looking for mortars.
My guess: this is actually a bug and unintentional.

Maybe, but they show up on the mortar menu. They just do not let you use them. So the game knows they are there.
