They dont track you if they cant hear you since 0.2. You can even try it pretty easy. Shoot at a NPC from the side of a building. Walk slowly to the other side of the building (so he doesnt hear you) and look at him. He will still look or even shoot at your old position. Maybe he starts sneaking away or try to flank your old position

Snark aside, they track you because you are being loud, if you slink around like an oiled up slinky, they won't hear you coming up on them from the flank

It's very possbile you sneak right up behind an AI and they won't even react to you especially at night.
