#V-Sync on and 60 Hz causing stutter

Why does this game have problems with 60 hz and v-sync on? (PC of course)
It's causing stutter (short but heavy framerate drops, pretty regularly) when playing and even in the menus. No matter the graphic settings.

Does anyone else have the same problem?
I'm pretty frustrated now...

Yes, the same thing happens to me. It even drops to 5fps. It's frustrating, I don't know what else to do.
