SUMMARY
All blue-grade quests in Tomun Range do not appear on the Mini-map or World Map.
Mini-map has the specific quest appear when you 'Track Quest' in your log, but they do not appear otherwise.

I've confirmed it to be a bug in these two areas of Tomun range so far, with images showcased from Oakshade Village.
ADDITIONAL DETAILS
Reproduction Steps:
- Finish the Yellow Questline
- Go to Tomun Range
- Find out there are blue quests you missed
- Go to a NPC and start the quests
- Check both maps and see result.
