the only reason storm cleave stacking was a thing is because there was no legendary flash, so your only choice was to stack 12 legendary fatal blade.
flash is your highest damage, so you always stack it.
also 48gm is a 40% dps increase to flash
from the extra 1.5ap scaling

I tested it on several occasios and it sucks with Focus every time. With 80% CR and 50% Focus Mantra it just depletes Focus faster then Raid can recover.

technically yes it does factor those in since its parse numbers so as long as there's very little variance from parse to parse it can be accounted for
so i just have to record a run without z/c and tally up the hit counts to figure out the damage difference

yes, also fatal should only be around 33% of your damage after we get the buffs
currently it should be closer to 48% flash, 42% fatal
but im not leg fatal so could be closer to equal split between them
after buffs you could even run 156/66 if you wanted

with crit mantras factored in the increase is actually higher, and im assuming lv76 boss
so uh within .001% damage difference
had to calculate the actual crit uptime from c, and it averages out to 8% over 7 seconds, or 1.6% crit overall
i just used our whale bd's gear as a reference point for stats
