Its true that the number of casts matter but on wind, on late game, you cast sever as few times as possible, during wind charge you basically cast only typhoons and thats the hole rotation, keeping up wind charge non stop and casting 1 sever for 3 typhoons so its not a buff at all for wind, you actively try to avoid casting sever that is anyway a small dmg skill, adding 200 dps to a skill your rotation tries to push out as much as possible is not a huge buff as you think it is. Im telling you the dps bonus is slim to none, idk if its even 200 dps bonus, its literally unnoticeable right now and on late game when your stats grow your sever casts will decrease
