Skill book system is completely original to NEO. Before this, you would farm items called Hongmoon skills. They were basically items you consumed to permanently unlock the skill in the skill tree. From there you would spec as you would in any other MMO.

The entire game had WAY less RNG, but it was more grindy overall. Instead of upgrading your Weapon/Accessory from Siren->Awakened Siren->True Siren. You would farm Siren 1-10->Awakened->True. However, there were no RNG stats, no RNG mantras, no RNG soul core, etc.. Soul shields had RNG stats, but no RNG values. Etc.
