i think its pretty big, definitely something i would want, if u play perfectly, u are getting more sunstroke casts off which is more dps, if ur not playing perfectly, well shorter cd on sunstroke means mess ups aren't too bad and ur able to maintain black dragon effect still which is higher dps

So at max you'll only do 86% of a low ping player's damage. without purple sun stroke and virt mystic badge, it's even worse when koldraks have to be used for 1 more DT to reset sun stroke CD. So it's always pretty far behind someone with low ping

I got purple Puncture from my bp box. Would I see a significant increase in dps swapping from full DT build (a bunch of blues, not purple) that would make it worth the cost of buying new badges and the accompanying blue books for the Puncture build? My only other purple is Stone Slash, and I am mostly f2p so I want to be sure the investment would make sense. I do about 25k on green dummy in a 3 min parse with the DT build for reference, and I have 3300~ crit rate if that matters.

Yes cyclone is pretty important, it's 10% crit rate for a build that NEEDS to crit to work properly

Going from 3300 -> 3500 won't be overly noticeable so don't worry too much about that number
