Yes getting dupes of a character isn't accessible to F2P players generally speaking in a gacha, however it's also important to consider that gachas are balanced around an S0 (i.e no dupes) teamcomp, anything beyond that is just a way for whales to steamroll content without engaging with it.

Genshin missing most constellation (some which are required for char to be useable), get half the chara if lucky. Fate you miss 80% of the characters, blue archive you miss at least half unless really lucky. Azur lane might be the only gacha ive played where you can collect everything. Ive heard ark knights is pretty bad. Bns is purely damage gated, there is no mechanic gated by p2w. You can get any playstyle with some patience. The things you mention dont change the gameplay in any way other than number being bigger. You clear all content and can run any build. Its not always easy to get, but its possible.
