Actually for Glider, Connected Systems does not make it harder for her to use her rocket barrages, as Connected Systems simply procs a salvo targeted at the location the grenade impacted for free, regardless of cooldown, and without putting the ability on cooldown.
So basically it already works like you're suggesting for her.

For Scrapper it also doesn’t put the ability on cooldown and you just get another grapple pole i use it all the time and love it, but i do agree acid grenade does need a buff in some of the other upgrades because most of them are lackluster
