I know this sounds pretty stupid, as this is a luck based loot, and I might just have the worst luck of all time, but I played 30 hours, and I didn't get any from completing the mission or from random enemy drops. The only legendary upgrades I got are from the guaranteed drops, like the 2 from the big player event and the 1 from the weekly mission. Also my player,log is suspiciously large (900MB) and I checked it's full of this line:

If it really is my bad luck, I wish there could be some pity mechanism like if you played 10 missions you are guaranteed to get one exotic upgrade.

I haven't beat the secret boss, but if it is guaranteed, I think I'll get one exotic because the only exotic upgrades I got are from the guaranteed drops and the skill tree, but it's really weird I haven't got any from the random drops from the missions
