It apears to be an interface that he may have set up himself.

All I can tell is that it is a text to speech tool. It takes a sample audio to try and find the voice, and then input text seemingly. It results in output.

Although I am not sure of they are using Qwen3 TTS or not, I do know that this is used in a similar way for similar reasons. The video should help you with installing it locally and with using it.
