There's a program called "Balabolka," which allows you to play written text into a microphone in real time. It's a good program, but it lacks intonation, has few voices, and the voice itself isn't very good.
Is there a similar program with similar functionality, but could, say, use RVC voices?
If this exists, I would ask you to send me a guide on how to set it up.
The video below shows an example of how quickly and easily "Balabolka" does this. (The audio in the video comes from a virtual microphone cable.)
I need this to convey information quickly in games. Sound is easier to receive than text in chat.

RVC is Speech-To-Speech, not Text-To-Text
the only way would be using Applio’s (rvc fork, modified version) TTS (which is just using edge tts and apply rvc models on top of the output), as a microphone https://docs.aihub.gg/tts/realtime-tts/

the way you’d use apply depends if your pc is good enough for local or use cloud

I was recently impressed by a system that can read moderator messages via AI in Twitch chat. Or a new system for reading messages from donations. 
there was a typo in the tts tools link which has been fixed
RVC was made for STS, not TTS, so it can't be TTS natively,
You can either use other tts tools with voice cloning featues, or just use another normal TTS as the base for RVC
